Netia: problems with bitstream access

Netia, an alternative telecommunications operator, has stated that it is unable to honour contracts with around 7,000 TP SA clients on broadband provision. The incumbent claims that, from a technical point of view, it is impossible to connect these clients to the internet.
According to Netia, 2,000 clients have terminated their contracts because of delay in the launch of the service. The Office of Electronic Communications (UKE) has said that it received a number of complaints about the provision of broadband from Netia based on the bitstream access (BA) agreement. The incumbent stated that the problems relating to the implementation of this service should be solved by 28 March.
To date, Netia has signed over 44,000 contracts for the provision of BA-based broadband access. The operator claims that over 26,000 clients are already using the service. GTS Energis, which also has a BA agreement, has connected 1,400 subscribers of a total number of 2,700 applications received.
The UKE is carrying out a procedure designed to evaluate the implementation of BA agreements by TP SA. However, subscribers have also been complaining about the alternative operators. They sometimes find themselves unable to log on or observe that transfer speeds are significantly lower than those implied in the contract. Netia is also having problems with customer service.
