Tenders for school computers: Incom and Softbank Serwis in the lead

The Ministry of National Education has received offers in the tender for school computers. The contract to be granted is worth PLN 230m (€59m) and has been split into five parts, by region. Eight bidders take part.
The lowest price in all regions was offered by a consortium made up of Incom and Softbank Serwis, a subsidiary of the listed Asseco Poland. This came as a surprise, as the bidder had previously submitted documents suggesting a different price. Puls Biznesu quotes a source close to one of the bidders as saying that the differences might be a result of the fact that the companies taking part submitted an overall price, but that the Ministry will evaluate the price of a single computer multiplied by the number of units to be delivered. The latter price given by Incom and Softbank Serwis is lower than the total amount submitted by the consortium in the documents.
The Ministry wanted the tender to be concluded by the end of the first half of the year, but this seems unlikely. If the deadline is not met, the EU funds for this contract, which cover 75% of its value, could be lost. The company which prevails will have 70 days to supply the hardware, and this means that the contract should be signed no later than mid-April so that the computers can be delivered by the end of June. Sources familiar with the tender expect, however, that the bidders whose offers are rejected will lodge complaints.
