TP SA to introduce flat rate offer

TP SA is going to introduce a new tariff which will allow a subscriber to make an unlimited number of calls to domestic fixed-line numbers for a flat monthly fee. The launch of this offer is, however, being delayed by the Office of Electronic Communications (UKE).
The incumbent submitted a draft price list and the rules and conditions of the new offer for approval in February. The operator wanted to launch such an offer two years ago, but the regulator did not agree. The UKE opposes the introduction of such an offer until TP SA has enabled its competitors to offer a similar service. The Office compelled the company in March 2007 to charge alternative operators a consistent fee for the use of its lines, which would permit them to offer flat rates to their subscribers.
TP SA has complained, however, that the regulator is delaying its approval, and that this gives an advantage to alternative operators who have already introduced flat rates.
The UKE has responded by asserting that the main reason for blocking this offer is no longer applicable but insists that the incumbent’s application has to be processed in accordance with procedure.
