PTK Centertel, the operator of the Orange mobile network, is about to offer broadband via TP SA lines. The service will be aimed at individual clients and small and medium-sized enterprises (SMEs). The operator is going to set up a promotional offer for those subscribers who use both a mobile phone and DSL from Orange. They will receive 80-600 minutes free with regard to calls within the Orange network and fixed-line numbers, depending on the internet connection transfer speed for which they have signed up. The offer should be available via the entire Orange retail network and is designed to retain clients who are considering dropping TP SA’s services. The new Orange offer may pose a threat to the incumbent’s competitors, who have signed agreements on bitstream access which allow them to offer broadband to TP SA subscribers. Netia and GTS Energis have started offering broadband on the basis of such agreements but have encountered a number of problems with this service. The alternative operators have demanded that the conditions of cooperation between PTK Centertel and TP SA be made public. They insist that if it turns out that the mobile subsidiary of the incumbent enjoys better conditions than they do, they will complain to the Office of Electronic Communications (UKE).
