UKE considering Tele2 MVNO decision

The Office of Electronic Communications (UKE) is considering a draft decision on access for Tele2 to the network of the mobile operator PTC, an alternative fixed-line operator. The latter would be able to act as a mobile virtual network operator (MVNO) on the basis of this decision.
In accordance with the draft decision, Tele2 would be obliged to launch the MVNO within 12 months of the decision. It would thus become the second virtual operator to use PTC’s infrastructure. The alternative operator has been in talks on the launch of an MVNO with Polkomtel, the operator of the Plus and Sami Swoi GSM networks, and with PTC, the operator of Era. It failed to conclude an agreement and, therefore, applied to the UKE for a decision which would enable it to offer mobile services. Tele2 claimed that the fees suggested by the mobile operators – over PLN 0.20 (€0.05) per minute – were too high. However, in accordance with the draft UKE decision, the alternative operator would have to pay PTC PLN 0.35 (€0.09) per minute. Both companies stated that they will have to analyse the draft before they comment on it.
