A new definition of the mobile phone subscriber from January 2010

The Ministry of Infrastructure has proposed changes to the Telecommunication Law concerning the definition of a mobile phone subscriber, according to
Rzeczpospolita. At present the users of prepaid mobile phones are not treated as rightful mobile phone subscribers as they do not sign a written agreement with the operator.
Thanks to the amendment, a prepaid mobile phone user that is not a party in a written agreement will be a rightful subscriber. Still, to become a rightful subscriber one will have to transfer personal data to the operator.
In January 2009, the Court of Justice of the European Union contested the
Polish telecommunication law and questioned the definition of the mobile phone subscriber. Poland needs to comply with the EU’s regulation and change the definition of the subscriber by the end of January 2010.
