Public administration’s spending on IT services to grow again after weak 2009

In 2009, the public administration spent PLN 2.9bn (€753m) on IT solutions and equipment, according to the DiS research agency, as Rzeczpospolita reported. By way of example, in 2007 and 2008 the state invested PLN 3.5bn (€909m) and PLN 3.3bn (€857m) in IT infrastructure. The spending in the Ministry of Education went down by PLN 292m (€75.8m) to PLN 38m (€9.9m) in 2009, while the Ministry of Justice cut its IT expenditures by PLN 120m (€31.2m) from PLN 250m (€64.9m) in 2008 to PLN 130m (€33.8m) in 2009. Only the Agency for Restructuring and Modernisation of Agriculture (ARiMR) increased its investments in IT solutions and equipment by PLN 180m (€46.8m) year on year to PLN 300m (€77.9m) in 2009. The agency was the largest public client for IT services in 2009.
In 2010, public administration’s spending on IT Services is expected to exceed PLN 3bn (€779m) thanks to large tenders that are to be finalised in 2010. Among new investments is a new system of electronic ID cards which will cost around PLN 370m (€96.1m). Moreover, in 2010, the Ministry of the Interior and Administration will settle a competition for implementing an IT system for e-PUAP, i.e., the second stage of the e-administration project. The state also plans to spend PLN 500m (€129,9m) for a radio network for public service (OCSLR-1) and PLN 450m (€116.9m) for SI PR – the emergency information system.
